The State of California tells us that “Cities and counties "plan" in order to identify important community issues, project future demand for services, anticipate potential problems, and establish goals and policies for directing and managing growth.
In actual practice, community leaders use land use planning and development to allocate resources and establish policies for the use of land to within their jurisdictions to limit and direct land development in a way that they deem best for the general welfare of the area’s residents. What the community leaders deem best for the general welfare is not always consistent with what the impacted landowner believe, and those disagreements often lead to spirited debate and regularly result in litigation.
Land use planning, when done right, allows and encourages landowners, developers, and municipalities to collectively work together rationally and judiciously to understand, design and approve land-based projects, while still promoting the orderly development of the land, preserving community resources and open space, and providing consistency among developments.
